POSITION OVERVIEW

POSITION ESSENTIAL FUNCTIONS

Under general direction of the Budget Division Manager, organizes, plans, executes, controls, and evaluates policies and procedures associated with state and federal reimbursement/cost allocation processes to maximize federal funding opportunities to the State of Illinois.
Performs complex budgetary analysis to identify potential federal funding reimbursements.
Reviews and evaluates state and federal funding issues of concern for the agency.
Participates in compliance reviews to ensure necessary compliance with SWCAP requirements as well as other state and federal guidelines.
Reviews and evaluates spending plans, cash flows, and liability trends.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

Requires knowledge, skill and mental development equivalent to completion of four years of college with coursework in Finance, Accounting, Economics, or related field.
Requires prior experience equivalent to three years of progressively responsible administrative budgetary experience in a public or business organization.

PREFERRED QUALIFICATIONS

Prefers three (3) + years professional experience in written and oral communication.
Prefes three (3) + years professional experience in data reconciliation and cross-referencing.
Prefers three (3) + years professional experience tracking, summarizing, drafting, and presenting reports in a professional manner.
Prefers three (3) + years professional experience effectively and efficiently using computer software such as Microsoft Office Suite and/or other software to perform complex budgetary analysis for budget development and monitoring purposes.

CONDITIONS OF EMPLOYMENT

This position requires the applicant to pass a background check.
Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
