Job Description :
The Illinois Department of Revenue (IDOR) is seeking to hire an Executive II to serve as a Space Management and Technical Services Manager. This position is directly under the Property Management Division Manager in Administrative Services and oversees the security systems and IT and Telecom service requests for all IDOR facilities in Springfield, Chicago, Des Plaines, Marion, Rockford, and Fairview Heights. The ideal candidate will research, procure, and convey all of IDOR’s programming, telecom, and IT needs, utilizing current state standards. The ideal candidate will be able to work well with vendors, staff, and senior management. Previous professional experience managing computer security systems and video management systems required. Job Responsibilities

Under general direction of the Property Management Division Manager, serves as the Security and Space Planning manager for the Illinois Department of Revenue (IDOR).
Oversees requests related to IT & Telecom service issues.
Performs detailed field assessments at all IDOR operated facilities to comprehend the operation of existing cameras, door latching hardware, handicapped accessibility devices, and compatibility of existing wiring/power supply to determine the steps needed to integrate all the devices into the CMS Hirsch Velocity and Ocularis systems or a similar security software system.
Serves as working supervisor.
Conveys IDOR security programing, telecom, and IT needs via service requests, following DoIT’s established processes and procedures for coordination.
Plans and assist Budget and Planning with the preparation of the annual budget for security systems and processes at all IDOR occupied facilities and confers with the Property Manager.
Travels to district offices as needed to conduct security studies.
Reviews architectural and construction drawings and plans.
Conducts a variety of special projects, e.g., surveys of employee’s functional relationships and office needs to guide security designs, special space management studies as requested by management staff, identify changes in space use, worker population and IDOR equipment, research relative to space utilization in Department facilities, etc.
Represents IDOR in meetings and consultations regarding telecommunications and security. Participates in training sessions to stay abreast of changes in IT and telecommunication products, services, rates, and processes.
Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
Requires two years of responsible administrative experience in a public or business organization.

Specialized Skills

Requires one-year direct work experience utilizing Hirsch Velocity Security System software or similar computer security access software.
Requires one-year work experience utilizing Ocularis System or similar video management system.
Requires ability to identify various system electrical components, specific cabling, and other supplies needed for security system setups and upgrades.
Requires experience coordinating IT service requests.
Requires experience working with telecommunications.
Requires college coursework, technical school training, or on the job training related to developing and reading computer-aided design or similarly formatted blueprints.

Preferred Qualifications

Three (3) years of experience supervising staff working in telecommunications and physical building security.
Three (3) years of direct work experience utilizing Hirsch Velocity Security System software or similar computer security access software.
Three (3) years of experience maintaining, evaluating, and assessing the functionality of the physical components of a building security system.
Three (3) years of work experience utilizing Ocularis System or similar video management system.
Three (3) years of experience working with telecommunication’s network and cabling.
Two (2) years of experience coordinating IT service requests.
Three (3) years of experience developing and reading computer-aided design or similarly formatted blueprints.
Two (2) years of experience of the principles of governmental accounting, program budgeting, personnel, statistics, and procurement, as it relates to security and telecommunications.
Two (2) years of experience developing, implementing, interpreting, and evaluating new and revised methods, procedures, departmental policies, and performance standards.

Conditions of Employment

Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
Requires a valid driver’s license.
Requires the ability to lift boxes weighing up to 50 pounds.
